NEW DELHI: A parliamentary committee has contested the government's claim that posts reserved for SCs/STs at various levels go vacant because suitable candidates are not found, and said it was more due to lack of zeal of authorities and poor publicity.

The committee on welfare of SCs/STs said even 57 years after the Constitution came into force, the government has not been able to achieve the prescribed percentage of quota for SCs/STs — 15% and 7.5% — in various central services, except for SCs in Group C and D posts.

The panel's observations came as the government contended in the Lok Sabha that after a special drive in 2004, as many as 26,776 SC/ST posts had been filled up against a backlog of 30,011.


The commission, headed by R K Varma, said that on January 1, 2005, the representation of SCs in Group A, B, C and D services was 11.9%, 13.7%, 16.4% and 18.3% while the corresponding figure for STs was 4.3%, 4.5%, 6.5% and 6.9%.

"If these figures include people appointed on the basis of ‘false caste certificates', the percentage of representation of SCs/STs would be lesser than that claimed by government," it said.
